The Chester Receiver has released a new plan of adjustment that would “put the operation of the systems out for bid,” leading to backlash from Stormwater Authority of Chester and Chester Water Authority, two of the three entities that would be dissolved if the plan goes into action (the third is DELCORA).

The solicitor for the Chester water Authority noted that “‘Their overall plan no matter what they say … they’re trying to shift the burden of the Chester city government from the city government to the Chester Water Authority customers.’ The majority of water authority customers live outside of the city. Catania said the receiver has high-level approval for this action. ‘The receiver and his chief of staff would not be doing this if they did not have permission and encouragement and complete support from the DCED,’ he said. ‘They would not have done this without the full knowledge and support of the governor’s office.’ Catania said Shapiro has not spoken on the issue and his silence speaks that he supports the sale of the system to Aqua… Catania called on Shapiro. ‘They would never do this if the governor was against this,’ he said. ‘He needs to clear the air. All these people are acting in his name. He should clear the air on this and the hospital too…”
The Chester Water Authority (CWA) has worked to keep bills low for their ratepayers, 20% of whom are Chester residents. If CWA is dissolved, those rates will go up, but it is not too late to save CWA!
